David Colley, a partner of Callahan Associates International since 1997, is CEO of Callahan Associates' European cable operations and also serves as CEO of ish, formerly Kabel NRW, in Germany. Until recently, he was the CEO of ONO, Callahan Associates’ business in Spain and now maintains his responsibility for this business through his active board membership and day to day working with the senior management of this organization.

Colley is extremely effective in managing these businesses, in part because of the loyalty he earns from the people he leads. While providing strategic direction for Callahan’s cable businesses, he also has the ability to focus an entire organization on the key imperatives of the business.

Formerly, Colley was CEO and chief operating officer of Videotron Corporation Limited (1995 – 1997), London's largest cable TV operator. During the last year under Colley’s leadership, Videotron’s revenues increased by 47% and operating cash flow increased by approximately 150% compared to the previous year. Initially employed as Group Director of Networks, he took overall control of all activities associated with network design, roll-out, evolution and final delivery of service to the customer. He was responsible for capital expense in excess of £80 million per annum and operating expense of £6 million.

Prior to this, Colley built and implemented the world’s first commercial wireless personal communications network (PCN) as Implementation Director at Mercury One2One (1992 – 1994). This was achieved within 19 months of the formation of the company and included the implementation of a switched network, cellular network and transmission network which comprised in excess of 1,000 cells and major network elements rolled-out across London. As well as having full budgetary authority and accountability for network capital spend (which exceeded £110 million at launch), his functional responsibilities included site acquisition, engineering design, infrastructure procurement and quality assurance, and estate management.

He was a director and board member of the Cable Communications Association in the UK and the chairman of London Interconnect, a consortium established and owned by the six cable operators serving London and the South of England.
