Dr. Stumpf received his economics degree at
the University of Saarland, Saarbrücken, and
his doctoral degree at the Technical University of
Berlin.
He worked as an Assistant Professor at the Technical
University of Berlin (19978 83) and as a Senior
Economist for the Monopolkommission, an advisory body
for competition policy to the German Ministry of Economics
(1983-89).
Since 1990, he is with WIK Wissenschaftliches Institut
für Kommunikationsdienste GmbH, where he has
lead several research departments. Since 1995, he
is Deputy Director of the Institute, since 2001 one
of its two Directors.
Dr. Stumpf has a 20-year experience in advising
Regulatory and Competition Authorities both in Germany
and other countries as well as the European Commission
(DG Information Society and DG Competition) and has
been the author of numerous studies on regulatory
and competition policy issues in the telecommunications
and postal sector.
He has provided expert advice in various ministerial
and parliamentary hearings in Germany.
