The place
of the local authorities
in the telecom networks and services deployment
experiences and
business models in Europe |

In several countries around
the European Union, we are witnessing local
and governments' increasing involvement in
the conditions for deploying telecommunications
networks and services in their areas. The
question is, on the one hand, of taking care
that the deployment of the networks and services
(broadband access, 2G and 3G mobile, …)
do not reinforce the handicaps of the most
fragile zones by leaving out the whole sides
of the territory which will not be covered
by these new infrastructures, and on the other
hand of thinking of the effective integration
of the ICT in the various fields of intervention
of the authorities (relations of the administration
with the citizens, education and training,
research, health, culture ...).
