Ulrich Stumpf is Director at WIK Wissenschaftliches Institut für Infrastruktur und Kommunikationsdienste GmbH and its consulting arm, WIK-Consult GmbH, where he leads the regulation and competition policy activities for the electronic communications sector.
Before, he was Senior Economist at the Monopolkommission, an advisory body for competition policy to the German Ministry of Economics (1983-89) and Assistant Professor at the Technical University of Berlin (1978 – 83).
He has more than 20 years of experience in advising regulatory and competition authorities and operators in more than 15 countries, in particular, in the electronic communications sector. More recently, he has been extensively involved in advising National Regulatory Authorities on market analysis & remedies selection under the new EU regulatory framework as well as reforming spectrum policy.
